Such editing is now easier with PhotoDirector mobile photo editing app. Starting with some basic tools like crop, rotate, perspective, exposure, contrast, etc are available. But when it comes to photo effects, I guess there is no app close to PhotoDirector. There are so many filters available that you might get confused about which one to choose.
